India clocks in record pandemic plunge

India’s Q1 GDP plunges 23.9% YoY

The GST conundrum

GST revenue shortfall to states is estimated at more than Rs 3 lakh crore in 2020-21, but only around 22% of this can be compensated through cess collections, the central government has estimated. Central and state governments have been unable to increase spending, following a more than 40% fall in tax receipts in the June quarter.

FM’s fixes:

  • Either borrow Rs 97,000 crore (the estimated loss on account of a transition to GST but without taking into account the Covid-19 pandemic)
  • or borrow the entire shortfall of Rs 2.35 lakh crore.

The latest booster shots

PM Modi announced a $266 billion stimulus package in May, including credit guarantees on bank loans and free food grains to poor people, but consumer demand and manufacturing are yet to recover.

The RBI, which has reduced the benchmark repo rate by a total of 115 basis points since February, kept rates on hold earlier this month amid rising inflation.

Damage done before Covid

The Indian economy was in its worst phase even before the pandemic, with GDP growth falling to a 44-quarter low of 3.09% in Q4FY20.

Agriculture, still a beacon of hope?

  • The agriculture sector, aided by plentiful rains, is expected to stand out.
  • Amidst the encircling gloom, agriculture and allied activities have provided a beacon of hope on the back of an increase of 3.7 per cent in foodgrains production to a new record, RBI Guv Shaktikanta Das had said.
  • Government has also hiked rural spending, including an additional Rs 40,000 crore boost in the annual NREGA Budget, taking it to 1 lakh crore.

Grim projections

  • GDP forecasts for the June quarter range from contraction of 15 to 25.9 per cent, which is the worst performance since the country started reporting quarterly data in 1996, a Bloomberg report said.
  • A State Bank of India report pegs the country’s GDP contraction at 16.5 per cent in the first quarter.
  • Ratings firm Icra sees it at 25 per cent; it also expects GVA to contract by 25 per cent.
  • CRISIL aid the economy would shrink by 5 percent in the current fiscal.

GDP numbers could alter economic math
